SciPAC Subcommittees

Membership and Rules Subcommittee
Chair:

Shall be responsible for discussing issues relevant to operating procedures for the SciPAC; to handle and recommend to the SciPAC actions necessary for smooth administrative operation; and to evaluate and make recommendations on those issues that may arise which do not fit the responsibilities of the other standing subcommittees. Recurring responsibilities include but are not limited to:

  • Tri-annual review of the SciPAC Charter
  • SciPAC Membership, review of potential SciPAC Members and evaluate distribution of SciPAC members
  • Commissioning Standards
  • Bylaws, election procedures, and general operations
  • Serves as Nominating Committee whenever needed
  • Promote SciPAC attendance and participation; recommend attendance-related membership changes to SciPAC Chairperson

Visibility Subcommittee
Chair: and


Shall advise the SciPAC on ways for informing PHS Scientists of the activities, accomplishments, and opportunities available for scientists throughout the PHS. The subcommittee will also recommend actions and activities that promote public recognition of the accomplishments and contributions of PHS Scientists. Responsibilities of this subcommittee include but are not limited to the following:

  • Scientist Poster
  • Public Relations, Publishing, and Public Speaking
  • Science Fair Judging
  • Music Ensemble
  • Scientist Category Member Directory
  • Scientist Website
  • Scientist Listserv

Recruitment & Retention Subcommittee
Co-Chairs: and

Shall advise the SciPAC on organizational issues related to scientist recruitment and retention. Responsibilities of this subcommittee include but are not limited to the following:

  • Career Opportunities Pamphlet update
  • Scientist Category Survey
  • Identify OPDIV recruiting contacts
  • Coordinate and advise OPDIV (or PHS) recruiting contacts on scientist-specific information needed for effective recruitment

Awards Subcommittee
Chair:

Shall evaluate scientist nominees for awards (such as the Young and Career Scientist of the Year Awards, and any other similar awards where one PHS nominee must be selected from amongst many); Shall advise the SciPAC on ways to pro-actively encourage supervisors to nominate CC PHS scientists for awards; and shall provide for distribution, notices and reminders of award schedules. Responsibilities of this subcommittee include but are not limited to the following:

  • Evaluate award nominations submitted to the SciPAC
  • Prepare guide/schedule of annual award nominations
  • Draft memoranda recognizing outgoing SciPAC Members, SciPAC Chairperson, and CPO upon the expiration of appointments
  • Develop draft example award write-ups for scientist supervisors to assist them in submitting award nominations

Career Development Subcommittee

Shall advise the SciPAC on issues affecting individual CC scientist career progression, assignments, evaluations, promotions, and job satisfaction. Responsibilities of this subcommittee include but are not limited to the following:

  • CV Review of promotion eligible Scientists
  • Scientist Handbook
  • Position Classification (Billets)
  • Promotions
  • Performance Evaluation (COERS)
  • Pay and Allowances
  • Training (Long and Short Term)

Response and Readiness
Chair:

Shall advise the SciPAC on matters affecting the preparedness, assignment and support of PHS scientists regarding public health emergencies. Responsibilities of the subcommittee include but are not limited to the following:

  • Assist and promote the effective use of scientists in response to emergencies affecting public health
  • Inform PHS scientists about and assist with emergency response training opportunities and deployment processes
  • Coordinate the SciPAC representation to the Commissioned Corps Readiness Force
  • Promote coordination among related disciplines and OPDIV/agencies to ensure a multi-disciplinary approach to public health emergency response

Category Day
Co-Chairs:

The Category Day Subcommittee serves as the Scientist PAC representative on the planning committee for the Commissioned Officers Association annual Scientific and Training Symposium. The subcommittee is charged with designing, planning and implementing Scientists Category Day for the USPHS annual Scientific and Training Symposium. The subcommittee prepares the agenda for the event and provides all necessary logistical support for carrying out Category Day. The subcommittee selects a theme for the day that will elicit topics of current scientific interest and solicits abstracts from the PAC memberships. Abstracts are systematically reviewed by the committee and the highest quality abstracts are selected for
presentation during Category Day. The Category Day agenda is intended to
provide PAC membership with broad exposure to the scientific research and programs that are being undertaken by our membership. Category day also provides our membership with the most current information regarding readiness, officership and promotion to enhance the Scientists' ability to succeed as both public health practitioners and officers in the PHS.

OFRD
Chair:

The OFRD Subcommittee advises the SciPAC on matters affecting the ability of PHS Scientists to meet readiness standards and to respond to public health emergencies. Responsibilities of the subcommittee include but are not limited to the following:
1) Assist OFRD in communicating readiness standards to PHS Scientists and promoting officer compliance with readiness standards;
2) Assist PHS Scientists with deployment processes; and
3) Coordinate SciPAC representation in OFRD advisory functions.

Mentoring
Chair:

The primary goal of the Mentoring Subcommittee is to provide career guidance, information and assistance to Junior Officers (O-4 and below) by linking them to volunteer Senior Officers (O-5, O-6) who can offer a wealth of knowledge and experience in dealing with Corps issues.

Policy Review
Chair:

The purpose of the SciPAC Subcommittee is to support the SciPAC and the CPO in the review of selected policies, procedures, and guidelines that are sent to the PAC for review. Members read and offer their input to the creation and implementation of these materials.

Science
Chair:

The mission of the SciPAC Scientist Subcommittee is to elevate science and the stature of science in the Public Health Service through:
1) Highlighting the importance of science in public health and the CC including significant scientific accomplishments involving Corps officers (Scientist as well as other categories);
2) Engaging SG’s office on issues of science in public health ;
3) Educating CC, OFRD, DHHS about the skills, expertise within our category, and clarifying these abilities so that we can be appropriately and adequately identified and assigned to positions and deployments; and
4) Reviewing and providing input into public health policies and their impact on the mission of USPHS CC

The purpose and overarching goal of the SciPAC Webpage Subcommittee is to maintain the USPHS Commissioned Corps Scientist Category web site, ensuring that useful and up to date information of interest to USPHS Scientists is readily available.
